A false correlation or proof that for most people voting really is a popularity contest?

Except, surely no one at even a third glance would pick this face as competent.

There's the hole in the theory right there. Maybe instead of picking "compentent" leaders, people are actually choosing ones that "win people over" or "creatively trash the constitution".
