There was debate. 170 Congress persons voted no. The issue was reported and discussed on MemeStreams. Furthermore, it was discussed on CNN. Its simply an expansion of the definition of a "financial institution" to include things like pawn shops. It was in an intelligence bill because it relates to intelligence.

While this is something that I don't agree with, this is absolutely not patriot act II. The folks that are running this article are spinning this like all hell.
