Question: If local governments have militarized police forces that are C&C'ed centrally, what's the difference in that and the US military?

Houston has drones. I heard Tampa has a tank. LA's been down with paramilitary force for over a decade, maybe two. I think it's Pittsburgh that has the pain cannons on their trucks. And you've probably heard about the VIPR program in Tennessee.
