I've been that woman, from time to time. Life has its ups and downs, its good days and its bad days. My first reaction would probably be that she'd just had a loss of some sort, ranging from the end of a relationship to a death in the family, and that she was going through the sucky but necessary grieving process. Ultimately, I see crying is a good thing, as a release. Grief hurts, it sucks, it takes its own goddamn time, but it does eventually pass, and life really does gets better again.

As for what I'd do? Well, if it looked like she still had control of the car (momentary crying while at a stop light, but she started up again when the light turned green), I'd silently wish her well and drive on. If she was swerving around though, or the car were stopped in an unnatural place, like the middle of an intersection, I'd call 911 and give them the location and describe the situation (including car make and license plate), so that someone could come and check to see if there might be a more serious problem.
