It's been a little while since I did any excavation work but in my experience, a normal Caterpillar bulldozer shouldn't even be able to approach 1/2 of that speed without a big hill to descend with a 100+ mph tailwind.

Actually, according to http://www.sjgames.com/car-wars/adq/10/3/roadwork.html, top speed for a bulldozer is around 37.5 mph, about right considering they sometimes need to take to roads and move around at a good pace in neighborhoods (or perpetual construction sites). Its too bad they had to shoot the kid to end the chase, though. Another life wasted in jail, I suppose.
