It's been a little while since I did any excavation work but in my experience, a normal Caterpillar bulldozer shouldn't even be able to approach 1/2 of that speed without a big hill to descend with a 100+ mph tailwind.

I feel that perhaps the effort used was excessive; at 40 MPH, the worse case scenario is a rampage around town and a few damaged police cars. ... The other question is where were the non-leathal weapons in this -- tazers and whatnot?
