What are the One Minute Speeches? Well, Representative Traficant would occasionally stand up and deliver these rants on the floor of the House. Sometimes the rants were exhortations in general to strengthen America's steel industry. Others, like the one about soccer violence, were more weblog-like rants with no clear political motivation -- just observations, apropos nothing.
