hmmm... Not within the excutive branch... Well it's sure as hell not part of the legislative or judicial branches, so it's either executive or non-governmental, in which case Cheney shouldn't have any access to any government information outside what the general public has.

Oh, and the Secret Service can tell him to provide his own security.

This is a bigger problem than the media is making of it. Cheney quite literally believes that his office doesn't have to comlpy with oversight rules regarding highly classified information.

In a time of war, the VP believes his staff is better equipped to protect these docuements, or else has a lot to hide. Which one is more true, I leave as an exercise.
