The ironic thing about this is that Bush has often stated that he felt finding religion is what ended his drug addictions. This is probably the most personally honest effort he has engaged in during his administration. Nevertheless, I think its establishment. A serious commitment to raising money for this outside of the government would do a lot of my opinion of his character. In the government, however, its not legal.
