I think it makes sense from their perspective. They can't arrest everyone. Their job is to create the preception that arrest is likely. If people think the DOJ doesn't care about these things, they won't fear prosecution. By making arrests in a very visibile way, they send a clear message that they do in fact care, and they send it right to the audience they intend to reach.

However, by targetting playstation moders and bong dealers, they are focusing on criminals who are low hanging fruit whom the general public either doesn't care about or possibly sympatises with. There are people who think that bong dealing and chip modding ought to be legal. What they lack, in general, is a real mandate to pursue time consuming and costly political action needed to change the laws. If the DOJ really starts ripping up these communities there could be some amount of political backlash for the GOP.
