The bridge to the future remains a blueprint. Army officials issued a stop-work order in January for the network that would link Future Combat weapons, citing its failure to progress.

Future Combat is a network of 53 crucial technologies, he said, and 52 are unproven.

If JTRS does not work, Future Combat will fail, General Cartwright said. The Army halted production on the first set of JTRS radios in January, saying they were not progressing as planned.

"The principle of replacing mass with information is threatened."

College Degree Nearly Doubles Annual Earnings

New information from the US Census Bureau reinforces the value of a college education: workers 18 and over with a bachelor’s degree earn an average of $51,206 a year, while those with a high school diploma earn $27,915. Workers with an advanced degree make an average of $74,602, and those without a high school diploma average $18,734.

A white woman with a bachelor's degree typically earned $37,800 in 2003, compared with $43,700 for a college-educated Asian woman and $41,100 for a black woman. Hispanic women took home $37,600 a year.

A white male with a college diploma earns far more than any similarly educated man or woman - $66,000 a year. Among men with bachelor's degrees, Asians earned $52,000 a year, Hispanics $49,000 and blacks $45,000.

Mr. Harvey described plans to reshape the Army's recruiting message: "So we're going to appeal to patriotism. We're going to appeal to the value of service. And we're going to do that in a very proactive way."

Random Skyping appears likely to continue. The next phase may be more formalized Skype-enabled social networks like www.jyve.com, which connects people with similar interests and desire to practice a certain language, and www.someonenew.com, which connects people for romantic purposes. Only a few English-language social networking sites currently use Skype, but such sites in Asia have been very successful.

President Bush just appointed Karen Hughes, his former media adviser, to head up yet another US campaign to improve America's image in the Arab world. I have a suggestion: Just find out who were the cabinet, CIA and military officers on whose watch these 26 homicides occurred and fire them.

Congress's hypocrisy is not going to win any PR battles.

Army Documents Shed Light on CIA 'Ghosting'

Senior defense officials have described the CIA practice of hiding unregistered detainees at Abu Ghraib prison as ad hoc and unauthorized, but a review of Army documents shows that the agency's "ghosting" program was systematic and known to three senior intelligence officials in Iraq.

The most recent Pentagon review of detainee abuse found 30 cases in which prisoners were held off the books, including one kept secretly for about 45 days.

DoD Proposes Program to Remodel Defense Intelligence

The remodeling intends to eliminate barriers for the free flow of intelligence within the department to those who use it.

This means being able to move the data quickly both horizontally and vertically, and to make sure the people who are searching for data can access it no matter where they are in the system.

Officials said they do not believe they need to change any law, executive order or regulation to put these changes in place. They said they will continue to work with Congress as they move forward.
