In this information age, the American occupying forces in Iraq have come face to face with a terrible reality: the insurgents have become at least as savvy in conducting information warfare.

In an increasingly shrinking and highly interconnected infosphere, distinctions between foreign and domestic are fast disappearing.

The battle is on for the swaying of hearts and minds of the Muslim masses. Its chief focus for now is the Middle East, but Pakistan and Afghanistan are very much on the radar screen of the Pentagon.

When Hamas and Hezbollah set up accounts on MemeStreams, will you let them stay?

Shifting more of the Pentagon's well-padded budget into manpower has few supporters in a Defense Department transfixed with faddish theories of quick war-fighting, outsourced peacekeeping and minimal ground forces. Iraqi civilians without jobs and clean water and American soldiers without relief and a clear strategy for winning the peace have been paying the price for those seductive theories long enough.

"It is pretty clear that the coalition can win in Afghanistan and Iraq in one way or another, but it will be a long, hard slog."

In an era when the American military increasingly finds itself in situations where civilians and combatants can be difficult to distinguish between, and when the line between soldiering and policy has blurred, nonlethal weapons could prove useful. At the same time, such nonlethals might be abused, like any other weapon.

Still, in a world where the tolerance for "collateral" casualties is fast diminishing and where soldiers return home haunted by their "kills," such novel weapons, if made to work, could well make war less hellish.

Sue Payton, a deputy undersecretary of defense, put it this way: "The less killing we do, the better."
