US News has retraced the war on terror, starting in the very first weeks after 9/11, to examine in detail how Washington and its allies launched an unprecedented drive, led by the Central Intelligence Agency, to disrupt and destroy bin Laden's operation. Interviews were conducted with over three dozen past and current counterterrorism officials in a half-dozen countries; the magazine also reviewed thousands of pages of court records and analytical reports.

Rebuilding the World Trade Center Site

Plans to rebuild the World Trade Center (WTC) site in Manhattan were unveiled today. CNN offers visualizations of the plans and is taking an Internet vote to gauge initial public response. It is said to be unlikely that any of the six plans will be chosen directly; rather, they are starting points for further discussion.

Virginians soon will be able to sport vehicle license plates bearing the words "Fight Terrorism" emblazoned in red letters ...

Virginians [can] obtain the new plates as a way to show solidarity ... and to demonstrate "a national effort to resist this type of thing from ever happening again."

Does this supersede the flag-on-antenna and back-window/rear-bumper stickers? Or do I still need those even with an FT plate? (Proper Patriotism Procedures can be so confusing.)

It is entirely appropriate for members of Congress to raise questions about the efficiency and effectiveness of our intelligence and national security system without fear that they'll be tagged with the red badge of Benedict Arnold. But for any formal inquiry to be seen as credible and professional, it must place a high premium on statesmanship rather than political opportunism.

... The American people care little for the senseless finger-pointing they see today from their elected officials. They are equally unimpressed with the attempt to silence voices of legitimate criticism with Cassandra-like forecasts of inevitable doom.

... Our task is to develop the capability of our intelligence analysts to connect the fragmentary dots or tell-tale signs that reveal the names and plans of those in our midst who mean to destroy us. We have the choice and chance to do so. The question that remains is whether we have the will. "No" is not an acceptable answer.

Rumsfeld's predecessor outlines the proper approach to post-9/11 reforms. The basic plea: it can't be about politics, or it will not be effective.

It's not surprising that many officials in Washington are talking about convening an independent panel to investigate the federal government's actions before the Sept. 11 attacks. ... Congressional investigations can calm public anxiety, push reforms upon government agencies and in some cases force out ineffective officials. What they are unlikely to do is give us the kind of understanding that normally comes only decades later from history, when we will have full access to information and the distance to judge it properly.

Tracking a Counterterrorism Breakdown

NPR's Mike Shuster reports on Morning Edition that government agencies had several clues that might have triggered alarms in the months before Sept. 11. But no one put them together.

Senior government officials were frantic about threats from al Qaeda, going all the way back to June 2001. There were daily meetings in the White House, and alerts issued from the FBI, the State Department and the Federal Aviation Administration.

"The warnings were serious, the information specific and some of it had to do with the use of airplanes to kill the president and foreign leaders."

Be sure to follow the "Listen to Mike Shuster's report" link to hear the audio track for this story. It's the best study I've seen thus far into how close we actually came to having specific advance knowledge of September 11.

Bush Was Warned bin Laden Wanted to Hijack Planes

The White House said Wednesday night that President Bush had been warned by American intelligence agencies in early August that Osama bin Laden was seeking to hijack aircraft but that the warnings did not contemplate the possibility that the hijackers would turn the planes into guided missiles for a terrorist attack.
